Industrial Pretreatment Program

The City of West Palm Beach Industrial Pretreatment is responsible for administration of the National Pretreatment Program in areas that discharge wastewater into the East Central Regional Water Reclamation Facility (ECR). The National Pretreatment Program, which began in 1972 under the Clean Water Act, is a cooperative effort of federal, state and local environmental agencies. The City of West Palm Beach Industrial Pretreatment Program is a division of Public Utilities that ensures the environmental compliance of industrial wastewater discharged to the ECR.

The objectives of the National Pretreatment Program are to: prevent the introduction of pollutants into the ECR that will cause interference with its operation; prevent the introduction of pollutants into the ECR that will pass through the ECR, inadequately treated, into waters of the State; provide protection for both public health and welfare and municipal workers; promote beneficial reuse and recycling of domestic wastewater and residuals from ECR. These objectives are accomplished through permitting and compliance activities at the local, state, and federal levels. Individual industrial facilities are regulated by the City of West Palm Beach also known as the control authority. The City is responsible for identifying, permitting, sampling, inspecting and tracking compliance with applicable federal categorical and local regulations. The Florida Department of Environmental Protection (FDEP) through the National Pollutant Discharge Elimination System (NPDES) regulates local Florida Control Authorities. A NPDES permit is issued to every wastewater facility to ensure the treated effluent meets applicable limitations and criteria. The US Environmental Protection Agency regulates state Industrial Pretreatment programs.

Administration of the Pretreatment Program in West Palm Beach requires frequent contact with industrial facilities. Industrial User Permits are issued to many industrial facilities discharging to the sanitary sewer. Industrial User Permits typically require self-monitoring of industrial plant effluent quality and routine reporting. In addition to the self-monitoring and reporting, the City of West Palm Beach Industrial Pretreatment conducts monitoring activities to ensure the reliability of the self-monitoring process. All permitted industrial facilities are inspected at least annually by the City. The City of West Palm Beach Industrial Pretreatment Program ensures that all industrial users comply with local, state and federal regulations.
