CITY ESTABLISHING QUIET ZONE ON FECR

 Quiet zone is expected to be operational in four to six months

 

The City of West Palm Beach-- in conjunction with Brightline, the Palm Beach Transportation Planning Agency (PBTPA), and the Federal Railway Administration (FRA)-- is working to establish a quiet zone on the Florida East Coast Railway (FECR) between 15th Street and Gregory Place, a 5-mile long stretch of railway in our City. With Brightline adding passenger service on the FECR, the City made this decision, as it is in the best interest of our residents. The quiet zone is expected to be operational in four to six months. Until then, both freight and passenger trains on the FECR will continue to blow their horns. When the quiet zone is implemented, neither freight trains nor passenger trains will be required to blow their horns unless there is an emergency.

 

According to the FRA, locomotive engineers are required to sound train horns at least 15-seconds and no more than 20 seconds in advance of all public grade crossings. However, localities have an opportunity to mitigate the effects of train horn noise by establishing quiet zones. In a quiet zone, railroads are not required to sound their horns when approaching public highway-rail grade crossings. Train horns may still be used in emergency situations or to comply with other federal regulations or railroad operating rules.

 

Implementing a quiet zone is a process. The steps being undertaken by the City and our partners include the following:

  • The City worked with the PBTPA to identify supplemental safety improvements at key crossings in our City. The City is grateful to the PBTPA for securing the funding for these improvements.
  • Brightline is expected to complete infrastructure improvements to key crossings in our City by this spring.
  • Once completed, the City will inspect these improvements and submit findings to the FRA and other organizations.
  • 21 days after the City files these documents, the City can officially issue a Notice of Establishment for the quiet zone.
  • This entire process takes approximately four to six months during which time train engineers will continue to blow their horns per federal regulations.

“Once implemented, this quiet zone will go a long way toward improving the quality of life of our residents,” said Assistant City Administrator Scott Kelly. “We ask the public to be patient at this time, as the quiet zone is coming.”

 

Brightline has committed to completing grade crossings improvements by early spring, at which time the City anticipates being able to take the first step in inspecting these improvements and sharing our findings with the FRA.

 

There will be a second phase of quiet zone implementation in our City, once Brightline expands service to Orlando. At that time, the City intends to expand the quiet zone from 15th Street to the north end of the City.

 

The City encourages everyone to follow the laws and rules in place to keep people safe around railway tracks.  The public is strongly encouraged to make smart decisions. Look and listen for a train as you approach all railroad crossings - obey all signs, warning lights and gates. Never try to beat a train. Always expect a train on any track, and avoid distractions when you approach a crossing.

 

City Center will be closed Monday in observance of New Year's!

 

New Year’s Holiday Sanitation Pickup Schedule Announced

 
The Department of Public Works will be closed on Monday, January 1, 2018 in observance of New Year’s Day. 
 
The trash collection schedule for the week of January 1, will be modified as follows:
  • Residential Trash Collection:  Monday residential customers will have a single day pickup for the week. Since there will be no pickup service on 1/1/18, Monday residential customers will be serviced on their next scheduled pickup day. 
  • Yard/Bulk Trash Collection:  Will be one day behind schedule. Monday’s collection will be on Tuesday, Tuesday’s collection will be on Wednesday, and so on. Customers are advised to leave out items the night before. 
  • Commercial Dumpster Trash Collection:  Will be one day behind schedule. Monday’s collection will be on Tuesday, Tuesday’s collection will be on Wednesday, and so on. Please have dumpsters available for collection in the morning. 

The normal, regular sanitation pickup schedule will resume the week beginning Monday, January 8, 2018.

Public Works Customer Service Portal Unveiled

Online “Request for Service” Forms to Expedite Response

 

 

The City of West Palm Beach Department of Public Works is committed to providing superior customer service to residents and businesses owners. That includes providing customers with even more options to request service and provide feedback. Now, City of West Palm Beach residents and business owners can request many Public Works services online, thanks to a newly unveiled portal located at http://wpb.org/Departments/Public-Works/Public-Works-Forms.

 

By filling out easy-to-use online tickets, citizens can direct comments or requests for service to the Department of Public Works for further action. Residents can choose from one of several items:

  • Disability Service: City of West Palm Beach residents who are physically unable to take their garbage and recycling containers to the curbside are eligible to receive disabled door-to-curb service at no additional charge.
  • Illegal Dumping: Illegal dumping is any unauthorized disposal of waste on any public or private property. If you observe someone illegally dumping, please report it!
  • New Container Request: The City issues a garbage container to residents who receive collection via automatic lift service trucks. Customers may request a trash container after setting up service with Public Utilities customer service. Sanitation charges are included in the City water bill.
  • Report Stolen or Damaged Containers: The City will repair or replace garbage containers that are damaged during garbage collection and those with normal wear and tear. Damaged/lost/stolen containers are the customer’s responsibility to replace.
  • Sanitation Work Request: Customers may request one time general trash removal services including large pile special pickup for yard or bulk items, a missed trash pickup, or special pickup due to a code violation.
  • Pickup Request: Residential customers may request a special pickup of yard or bulk waste for piles that exceed the guidelines of four pieces or a pile that is larger than 4’x4’x17’. Commercial customers may request a special pickup for items not permitted in a dumpster. Special pickup cost: $100 plus dump fees.
  • Street Lighting & Maintenance: Report a pot hole; damaged sidewalk, curb, or paver; missing or damaged street sign; or street light outage.

“These online forms will expedite the Department of Public Works’ response to requests for action by our residents and customers,” said Public Works Director Peter Bieniek. “These forms will help streamline communication with our customers and improve overall efficiency.”

FDOT: Flagler Drive SBLT at Lakeview Avenue to Reopen

FDOT Sets Target Date for Lane Reopening for Mid to Late January

 

 

The Florida Department of Transportation (FDOT) has shared with the City of West Palm Beach that, after much anticipation, FDOT intends to soon open the southbound left turn lane at the intersection of Flagler Drive and Lakeview Avenue. This important turn lane moves vehicular traffic heading east across the Royal Park Bridge to the Town of Palm Beach.

 

FDOT has prepared the work order to complete the striping and signing changes required to reinstate the southbound left turn at Lakeview Avenue. The City of West Palm Beach and Palm Beach County have both agreed to FDOT’s proposed plan to reinstate the southbound left turn movement.

 

FDOT had closed the turn lane during the construction of the Flagler Memorial Replacement Bridge to accommodate the additional eastbound and westbound traffic diverted to Lakeview Avenue and Okeechobee Boulevard. With the completion of the Flagler Memorial Replacement Bridge, normal traffic patterns can now be reinstated at the Flagler Drive and Lakeview Avenue intersection.

 

FDOT has set the target date for lane reopening for mid to late January. 

 

 

FDOT Announces Southern Blvd. Causeway Lane Closures

 

The Florida Department of Transportation (FDOT) has notified the City of West Palm Beach of lane closures that will be occurring at the beginning of the year.

 

The westbound lane of the tide relief bridge, a part of the Southern Boulevard Causeway just west of Mar-a-Lago, will be closed overnight from 9:30 p.m. to 6 a.m. Wednesday, Jan. 3, and Thursday, Jan. 4. Flaggers will maintain two-way traffic in the eastbound lane – one direction at a time – to allow exploratory drilling for the replacement bridge foundations.
