Recaptured meter time revenue to be donated to support homelessness initiatives
West Palm Beach, Fla. (August 14, 2018) –
Last night, the West Palm Beach City Commission gave unanimous approval to the City’s Parking Administration proposal establishing a program that transfers recaptured time parking revenue to the City’s Department of Housing and Community Development (HCD). The funds will be earmarked specifically for the City’s homeless prevention initiatives. The first donation by Parking Administration via the “Recaptured Meter Time Revenue” program will be for the amount of $12,455.92.
The “pay-it-forward” style program involves an annual donation by Parking Administration to HCD, which strives to improve the quality of life of City residents through the development of housing, social and economic opportunities. The donation is the aggregate of all sensor-enabled meter time that goes unused by its purchasers. There are more than 200 sensor enabled street meters which can detect the arrival and departure of vehicles. These meters are programmed to clear any remaining time balance when the first car leaves and the next car parks and earmark that balance for donation. The re-captured funds will be donated annually with a goal to positively impact various City homelessness prevention initiatives. The first donation will reflect money collected since sensor-enabled meters were first installed in April 2016.

“When there is time left on the meter, people often smile at the idea of giving their neighbors and friends who park behind them a bonus,” said Ed Davis, Parking Administrator. “We continue to make improvements to parking, inclusive of the installation of more smart meters. While the technology is helpful to build in more accuracy and efficiency in our parking systems, we did not want people to lose the opportunity to ‘pay-it-forward.’ City residents and visitors can now be assured that any recaptured time will be put to good use and stay right here in our community.”
The sensor-enabled meters, which can track how long cars stay at each meter, are optimal for municipalities that are increasingly relying on data to make decisions about future demands and how to meet them. The City of West Palm Beach continues to place a focus on parking improvements, most notably with respect to safety, security and availability. Replacement of the older-style meters will help the City manage availability, as the data insights are expected to drive decisions. The data will also reflect the recaptured time, which will continue to be donated to HCD. As more meters are replaced, the City anticipates an annual increase in donations.

There are more than 4,000 public parking spaces administrated by the City of West Palm Beach. These options include 1,600 on-street metered spaces, 200 surface lot spaces, and five parking garages. The City’s garages are Banyan, on the corner of Banyan Blvd. and Olive Ave.; City Center, on the corner of Banyan Blvd. and Dixie Hwy.; Evernia, on the corner of Evernia St. and Olive Ave.; Sapodilla, on the corner of Clematis St. and Sapodilla Ave.; and Clematis, on the corner of Banyan Blvd. and Clematis St.
