The City of West Palm Beach, unlike the majority of municipalities in Palm Beach County, is a "Strong Mayor" form of government. The Mayor of West Palm Beach operates as the city's full time Chief Executive Officer, and all operating decisions and responsibilities rest in the Mayor's office.

The administration includes a City Administrator, a Deputy City Administrator and two Assistant City Administrators, all of whom report directly to the Mayor, and all of whom are tasked with the day-to-day operations of the city.

In a "Strong Mayor" form of government, the Office of the Mayor is responsible for all personnel and operational matters. The City Commission as a body, as well city commissioners individually, are prohibited by the City Charter from making operational decisions or from directing city staff. The role of the City Commission is to set citywide policy, to approve the Mayor's annual budget, and to confirm the Mayor's appointment of the city attorney, the Chief of Police and the Chief of the Fire Department.
